Janet wasn't the only one who wasn't in the film. Randy, and Rebbie weren't in the film either, and even if they were in the movie they would have been poorly written. All the siblings were treated like bonafide extras in the film.
It's also kind of weird that you have Jafar, who is Jermaine's son playing Michael when Jafar's mother was married to Randy before she got with Jermaine.
